Are confirmed by the World confederation of billiard sports (WCBS) on May, 7th, 1997
The international game rules in 5 counters supplement the charter and regulations UMB (the International union of billiards). These Rules are applied in all World championships and the official international tournaments recognised UMB.
Concerning special cases the games which have been not provided by the present Rules, the international Rules of refereeing grant the right to the judge most to pass on them the decision, however it should be fixed in the meeting report.
In case of occurrence of unforeseen circumstances on competition as a whole, the decision official representative UMB (in our case representative НФБС) after consultation of the official representative of federation - the organizer and the director of tournament (the main judge) accepts.
1. A marking of points and lines
1. Places where counters (size) are established, are marked with marks (only five marks), the spent chalk, a pencil or ink, is whenever possible thin. It is forbidden to mark these places by installation of labels.
Besides, are marked:
2. The top mark, in distance of 100 mm from the top short board (on an average line - 710 mm from a long board),
3. The mark located in the centre of the top half of a game field of a table - on it settles down a red sphere,
4. A mark located in the centre of the bottom part of billiards, located on a line of installation of spheres at draw of initial blow (710 mm from the bottom short board),
5. The bottom mark, in distance of 100 mm from the bottom short board - on it is established a sphere of the contender, at game from a hand if the top mark is occupied by a red sphere and the player decides to play position as at initial blow,
6. Lines of marking are spent by a chalk, a pencil or ink, is whenever possible thin.
Laying of other subjects is authorised only for lines on a floor:

The average line divides a game field into 1/2 parts;

Line of placing of spheres of the contender at draw of initial blow;

Border of placing of feet at performance of initial blow and blow from a hand.
2. The game purpose
The game purpose consists in achievement of quantity of the points established by Position about competition. The player, reached the first the established quantity of points, wins party. If during last blow this limit is exceeded, the total of points at the winner is reduced to this established limit.
Play on the parties which total should be odd (or play on the rounds which total also should be odd).
Blows put serially, only a label кия.
3. Draw of initial blow
The judge establishes spheres of players on a draw line on distance of 30 sm from a mark located on the middle of a line of draw.
The red sphere is established on a mark located in the centre top it of half of a game field of a table.
Are established on the places 4 lateral and 1 central counter.
If players do not come to the consent whom what sphere to play and as with what half to begin draw of initial blow the judge defines it a lot.
At the command of the judge both player approximately simultaneous blow send the битки to the top board, thus both spheres should be in movement before one of them will reach the top board. If this rule is broken, draw repeats. The player who has twice broken this rule, loses draw, i.e. loses the option - or most to make initial blow, or to concede to its contender.
Draw is considered also lost:
-
If the sphere of the player faces a red sphere or with one or several counters;
-
If the sphere of the player has concerned a long board;
-
If the sphere of the player has come on half of contender and has concerned its sphere. If spheres of players face and it is impossible to define guilty or if spheres stop on identical distance from the bottom board draw repeats.
The player, whose sphere has stopped more close to the bottom board, has the right about to exhaust initial blow or to concede to its contender.
4. A position at initial blow
1. The sphere of the player which should make initial blow, races is necessary in any part of the bottom half of game field of a table;
Sphere of the contender - on the top mark at a short top board;
Red sphere on a mark in the centre of the top half of game field of a table.
2. The player who begins party, битка makes installation only кием, in any part of the bottom half of game field, and what part of this sphere should not come for a line of the middle of a game field.
3. At the moment of initial blow at least one foot of the player should concern zones (or lines) arrangements of the feet, the line of a long board limited to continuation. After installation of the sphere (битка) the player should play it so that it has concerned in the beginning a sphere of the contender.
4. During one meeting the player makes blows same chock.
5. Players make initial blow by turns, irrespective of quantity of parties. At performance of initial blow points are appropriated. In a case контровой parties draw of initial blow (the river 3 see) is spent.
6. A break for 5 minutes after the second party, if a meeting from three parties (before контровой), if from five parties, after the second and before a heel контровой.
5. Blow is considered correct and to the player positive points are appropriated:
1. If биток the player concerns a sphere of the contender, and then forces down a sphere of the contender of a counter;
2. If биток the player concerns a sphere of the contender, then concerns a red sphere, and then a sphere of the contender and (or) the red sphere forces down counters;
3. If биток the player concerns a sphere of the contender, then the sphere of the contender concerns a red sphere, and then the sphere of the contender and (or) a red sphere is forced down by counters;
4. If биток the player concerns a sphere of the contender, then a red sphere which receives blow from a sphere of the contender, and then counters, forces down a sphere of the contender and (or) a red sphere;
5. If биток the player concerns a sphere of the contender, and then a red sphere;
6. If биток the player concerns a sphere of the contender, and then the sphere of the contender concerns a red sphere;
7. If биток concerns a sphere of the contender, then a red sphere and during the same time the sphere of the contender too concerns a red sphere.
6. Blow is considered correct, but does not bring any point:
If at performance of the blow биток the player concerns only a sphere of the contender, and that does not force down a counter and does not concern a red sphere.
7. Blow is considered wrong and gives points of a miss to the one who has made it, and as much positive points is appropriated to the contender:
1. If биток the player does not concern a sphere of the contender;
2. If биток the player to a contact of a sphere of the contender concerns a red sphere, and then биток and (or) the red sphere forces down counters;
3. If биток the player after a contact of a sphere of the contender the sphere of the contender forces down counters and thus and (or) the red sphere forces down counters;
4. If the player makes blow not the sphere;
5. If the player makes one or several errors specified in with replying point, and thus during the given blow positive points are reached or not.
All points are summarised and appropriated to the contender.
8. Assignment of points
1. Value of points of counters:
Lateral counters (everyone) - 2 points;
The central counter which has been brought down with lateral, - 4 points;
The central counter is brought down one, thus an arrangement of counters (figure) full or not - 8 points.
2. Value of points карамболя:
-
карамболь битка in a sphere of the contender, and then in a red sphere - 4 points;
-
карамболь a ricochet when биток concerns a sphere of the contender, and then the sphere of the contender concerns a red sphere - 3 points.
For assignment of quantity of points карамболя performance of one of the above-stated positions is taken into consideration only.
Points of counters and карамболя develop for reception of total quantity of the points received at one blow.
At assignment of points the judge names a surname of the player, similarly it arrives at assignment of total points of errors in favour of the contender.
9. Refusal of game during party
1. The player who leaves the place during party without the permission of the judge, loses this game - to it defeat is set off.
2. Any player, refused to continue party after instructions of the judge, is excluded from competition.
10. Spheres in contact
1. If биток the player is in contact to one or two spheres, the player has no right to send it directly on this or these spheres.
2. If биток the player is in contact to a board it has no right to play on this board.
3. For performance of blows under item 1. And 2. The player should play on битку or its branch from an adjoining sphere or blow from above (weight) but so that not to shift a sphere which is in contact with the bit. Not an error if the sphere which is in contact with chock, only moves that loses a point of support which to it was биток (see item 41.3 of Rules WCBC).
4. If in case of position the sphere in contact is not present possibility to make blow without a mistake, the judge establishes three spheres in initial position. At performance of this blow accordingly the player cannot receive positive points, it can make only отыгрыш.
11. The jumped out spheres
1. The sphere is considered jumped out of billiards if he leaves billiards or concerns a material of a frame of a board.
2. The fact выскакивания a sphere is considered an error (2 points).
3. If one or several spheres jumps out from billiards the judge returns the jumped out spheres on billiards for blow from a hand:
If has jumped out биток the player the judge establishes it on from a label near the short board, opposite to those where there is a sphere of the contender which should make blow from a hand.
If this mark is occupied or closed, the sphere is established on from a label corresponding to a sphere which has occupied or has closed this mark at a short board;
If the sphere of the contender it place for blow from a hand regarding the billiards, opposite to those where there is a sphere of the player which has just made blow has jumped out;
If the red sphere the judge establishes it in initial position on a mark where the red sphere is established has jumped out. If the mark is occupied or closed, the red sphere is established on a mark corresponding to a sphere which occupies or closes a mark. The judge establishes a sphere of the player for blow from a hand in the part of billiards opposite to those where there is a sphere of the player which has just made blow (and the red sphere has jumped out).
12. Overturning of counters
1. The counter is considered brought down if its basis completely loses a game a step with a game surface of a table.
2. The counter which has been already brought down, come back to the initial position (one or the several), is considered overturned, and its points are set off.
3. The counter is considered overturned if it is brought down by other counter.
4. The counter if it is shifted from an installation site is not considered overturned, and the basis remains in contact to a game surface of a table. The judge returns it in the initial position before performance of following blow.
5. The counter which has received blow, but thus not lost contact to a game surface of a table is not considered brought down.
6. If the counter leaning on биток, falls as a result of movement битка from a counter, it is not considered overturned, and at movement битка on a counter it is considered overturned (the judge has the right to clean a counter leaning against any of spheres if it is possible, before the next blow).
7. If the place of one or several counters is in full or in part occupied by a sphere or spheres, the judge cleans corresponding counters. The cleaned counters are not considered as a result of the next blow and established after clearing of a place of their installation.
13. Game from a hand
1. If the player makes a mistake, its contender has an opportunity to play from a hand except for an error when the sphere of the player after a correct contact of a sphere of the contender forces down counters.
2. In the end of wrong blow of the player the judge a beret in a hand the sphere of the contender which should make the following blow, and puts its freedom but in half of game field of the table, opposite to those where there is a sphere of the player who has made a mistake. (The sphere of the infringer remains in the position.)
3. The player making blow after blow of the infringer, establishes the sphere only with use кия in half of game field where has put this sphere the judge, thus no part of this sphere should leave for an average line of billiards.
4. If the sphere of the infringer is precisely on an average line of billiards then the sphere of the player making blow, is established freely in the bottom half of game field as for initial blow.
5. The player who should make blow from a hand, solves itself, to play from a hand according to the above-stated position or to ask (on to demand) the judge to establish a sphere of the infringer on the initial position - on the top mark at the top short board. If this position is occupied by a red sphere then the sphere of the infringer is established in other part of billiards on a corresponding mark, in this case the game sphere settles down in other half of billiards.
6. If the player who should make blow from a hand concerns the game sphere before the judge will establish it, the player is fined also blow from a hand passes to the contender.
7. At the desire of the player the judge should show it the game sphere.
14. A place of the player
The player who is not carrying out blow, should expect the blow standing or sitting on the places provided for this purpose, abstaining from gestures, and not to make noise which can disturb to its contender.
15. Errors (penalties)
1. If at carrying out of the blow the player does some errors value of points of each error develops and charged to the contender.
2. There is an error to the penalty only points of counters and is possible карамболя without reduction of game from a hand and without other additional penalty:
- If the game sphere (биток) after a correct contact of a sphere of the contender forces down counters (and it is possible, and does карамболь), the judge designates counters.
All errors conduct to the penalty (2 points) plus penal points for the brought down counters and карамболь.
3. Following errors give to the contender besides mentioned points in addition 2 more points and possibility to play with a hand:
If the judge establishes that the player makes уцар not the ша rum, the judge designates - a wrong sphere;
If the player gets in the beginning chock to a red sphere to a contact of a sphere of the contender, the decision of the judge - a red sphere.
For a contact of a red sphere the additional penalty - 2 points (total, 4 points) in this case is imposed: 2 points for a miss + 2 points for карамболь;
If the player forces down the chock in the beginning counters, and then concerns them of a sphere of the contender, the judge designates - counters;
If the player has not got or the judge has got incorrectly to a sphere of the contender designates - a sphere of the contender;
If at blow performance for billiards limits jumps out one or several spheres, the penalty in 2 points is imposed irrespective of quantity of the jumped out spheres, the judge designates - the jumped out sphere;
If the player makes blow before all three spheres have stopped is designated - spheres in movement;
If the player at blow carrying out strikes blow not a label кия, and other part кия, is designated - a label;
If at performance of one blow the player concerns with a label кия the sphere more than once, the contact - at us double blow is designated;
If the player has touched a sphere or a counter on purpose to clean them from a dirt, instead of asking about it the judge, the contact - hulks is designated;
If the player displaces a sphere or a counter to straight lines or the indirect route (small etc.) and if this displacement is not a consequence of blow carrying out, designates a contact - hulks;
If the player beats the sphere directly on the sphere of the contender adjoining with chock, or plays directly aboard the sphere adjoining to a board, the decision - a sphere in contact;
If at the moment of blow on a sphere at initial blow or blow from a hand at least one foot of the player does not concern a floor either at initial blow or from a hand the player leaves for the established borders all foot or a part (item 14) - and on the Hungarian transfer will cross partially or completely line on a floor. Application of special footwear is not authorised;
If at installation of a game sphere (битка) for performance of initial blow or from a hand the player concerns this sphere with something to another, instead of кием, or () concerns this sphere before the judge will establish it in position of game from a hand, the contact - hulks is designated;
If the game sphere has jumped through counters or () the red sphere before has concerned a sphere of the contender, is designated - перепрыгивание a sphere.
The note: provided that any counter will not be overturned, about a course between counters at normal rolling of a game sphere on billiards it is not considered an error, and the valid (set off) blow.
If the player concerns any sphere (except for a label кия the sphere at blow) or counters to, during time or after blow - кием, a hand, clothes, the machine etc.;
If the player does пропих - pushes two spheres simultaneously.
