Competitions are spent by following kinds of game:

Russian pyramid (71 point);
Russian pyramid - fast (71 point);
The Moscow pyramid;
The Moscow pyramid - fast;
The Moscow pyramid - fast custom-made;

The American - fast;
Pyramid of 8 spheres;
Pyramid of 8 spheres - fast;
Pyramid of 8 spheres - fast custom-made.

1.2. Kinds and character of competitions
The Championships - competitions by which results to the winner the rank of the champion in personal or in command offset is appropriated.

Competitions on the Cup - they are spent for the purpose of attraction of a maximum quantity of players and commands and revealing among them the owner of the Cup.

Superiority - are spent among various categories of sportsmen (the young man, the girl, veterans etc.), by results of these competitions the rank of the winner of superiority is appropriated.

Matchevye meetings - for a rank of the absolute champion on billiard sports or competitions to participation of 2-3 players or commands.

Tournaments: veterans, invalids, commercial, anniversary, children's etc.

The Special classification competitions having for an object performance of digit requirements of Uniform All-Russia sports classification.

All kinds of competitions on the scale are planned and spent as All-Russia, republican, regional, regional, city, departmental and competitions in local collectives.

On character of carrying out all competitions are subdivided on:

Classification by which results to players categories and sports ranks according to requirements of Uniform All-Russia sports classification are appropriated;
Not classification competitions which have not entered into Uniform All-Russia sports classification: матчевые meetings, tournaments of veterans, invalids, commercial, anniversary etc. By results of these competitions sports categories and ranks are not appropriated.
In the form of carrying out of competition can be:
The personal;
The command;
личнокомандные.
All kinds of competitions are spent in strict conformity with the present Rules. In commercial tournaments, tournaments of veterans, invalids, local collectives and other not qualifying competitions of game can be spent on the facilitated game rules, with reduction of quantity of spheres or the points necessary for a victory etc. (for example, Russian pyramid including fast, can be played to 51 points).
All it should be reflected in Position about competition and is confirmed by the organizer of competition.

1.3. Age groups

Official competitions are spent among players of following age groups:

The first group - young men and girls till 18 years;
The second group - men and women of 18 years also is more senior. Depending on readiness players of the first group can take part in competitions of adults.
To participation in tournaments of veterans of billiard sports the players having age of 60 years are supposed and is more senior.
1.4. Position about competition

Position is made by the organizer of competition at direct participation of federation in which territory the given competition is held. It is the basic supervising document for preparation, the organisation, material and financial maintenance of competition.

Position consists of sections:

The purposes and competition problems;
Terms and carrying out place;
The competition organisation;
Participants of competition;
Reception conditions;
Order and terms of giving of demands;
The competition program;
Carrying out conditions (carrying out system, quantity of victories in a meeting, definition of the occupied places);
Rewarding.
The organizer of competition can include in Position and other sections or additional data.
1.5. Officials at competition, their rights and a duty

At sports competitions by officials are:

The organizer of competition;
Representative НФБС;
The chairman of credentials committee, its assistant and committee-men;
The main judge;
Assistants to the main judge;
The main secretary;
Assistants to the main secretary;
Judges;
The commandant;
The doctor;
Participants;
Representatives;
Trainers;
Captains of commands.
At competition can be and other officials who confirmed by the organizer and have passed credentials committee.
1.5.1. The organizer of competition

The organizer of competitions are: National, republican, regional, regional, city federations of billiard sports, and also the public, departmental organisations and the private persons who are guided by the present Rules.

The organizer carries out preparation and all-round maintenance of competition, appoints and will organise credentials committee work, bears responsibility for the organisation of reception, placing, a food and return sending of nonresident participants, trainers, representatives, judges and other officials at competition, makes out their travelling instructions and other necessary documents. The organizer bears responsibility for preparation of places of competition, for conformity of stock and the equipment to requirements НФБС, for medical maintenance. Depending on scale of competition the organizer defines numerical structure of a judiciary board, credentials committee, and also the persons providing competition (the doctor, the commandant, the secretary-typist, the artist etc.) Defines expenses on rent, advertising, other additional expenses and confirms the estimate on preparation and competition carrying out as a whole. Before the termination of competition to all officials included in the estimate of competition, the organizer makes financial calculation.

For preparation of large competitions the organizer can create organising committee.

The organizer appoints the main judge and estimates its work, establishes an order of opening and competition closing, prepares rewarding ceremony, carries out reception of starting payments (if they are provided), solves other questions. The organizer has the right in coordination with НФБС to establish certain rules and the procedures most suitable to spent competition, forms of participants concerning, for example, an order of collection of starting payments and their redistribution, workings out of flexible hours, a toss-up, interaction with the press and TV, etc.

1.5.2. Representative НФБС

It is appointed Executive committee NFBS from among officials of federation to competitions where it is necessary to assist the organizer in preparation and competition carrying out.

It takes part in system engineering of carrying out of competition, opening, rewarding of prize-winners and competition closing.

1.5.3. Credentials committee

It is appointed the organizer, it consists of the chairman, its assistant, the doctor and одногодвух committee-men. The quantitative structure and terms of its work are defined by the organizer depending on competition scale. Any member of a judiciary board can be involved in work in credentials committee.

Its duties:

Takes nominal demands from representatives of commands on part in competition;
Carries out check of the shown documents defined by position about competition, and the admission of players, judges and other officials to participation in competition;
Gives out necessary documents (the admission, the demand, etc.);
Acquaints officials with the competition program;
On a course of registration follows other instructions of the organizer connected with work of credentials committee.
The credentials committee report affirms the organizer and is transferred in the Main judiciary board.
1.5.4. A judiciary board, its structure, the rights and duties

The judiciary board is appointed to each official competition. In structure of the judiciary board serving competition, enter:

The Main judiciary board (ГСК):

The main judge;
Assistants to the main judge;
The main secretary;
Assistants to the main secretary.
Judges:
The senior judges;
Judges at a table;
Judges-secretaries;
The judge-informant.
The Commandant of competition.
The Doctor of competition.

The numerical structure of all judiciary board is confirmed by the organizer of competition and depends on scale of competition, quantity and qualification of the declared participants, and also financial possibilities.

Order of formation of judiciary boards

The main judge is appointed by the organizer of competition on representation All-Russia, republican, regional, regional, city and other boards of judges.

The main judge forms structure of the main judiciary board and submits it for approval to the organizer.

Acquisition of structure of judges for competition maintenance is assigned to republican, regional, regional, city and other boards of judges in a place of its carrying out and it is represented on the statement to the main judge.

The main judiciary board (ГСК)

The main judiciary board is responsible for maintenance of refereeing and competition carrying out according to the present Rules and Position.

Considers protests and the statements submitted in ГСК from officials and the decision within one hour after their receipt and if it is necessary to check up the facts stated in the protest, prior to the beginning of following round passes on them. The decision is accepted by majority of votes of members ГСК, and in case of their equality the voice of the main judge is solving.

Decision ГСК on all questions connected with carrying out of competition, is definitive and to the appeal is not subject.

The main judge

The main judge is responsible for competition carrying out according to the present Rules and Position. He confirms structure of a judiciary board and is the basic organizer of its work, participates in credentials committee work.

Should have qualification:

In the championships and superiority of Russia, and also the All-Russia tournaments and the cups, open international tournaments, организуемых НФБС and spent in territory of Russia, - not below a republican category;
On republican, regional, regional, city, etc. competitions - not below 1 th category.

The main judge is obliged:

Prior to the beginning of competition and in the course of its carrying out to supervise a condition of places of competition, the billiard equipment and stock;
To hold sessions of a judiciary board and representatives of commands;
Together with the main secretary develops the table (schedule) of competition and confirms it;
Accepts protests in written form and in structure GSK the decision passes on them;
States an estimation to judiciary board work;
Confirms the accounting documentation;
Prepares the report on competition and hands over to its organizer not later than five days after the competition termination.
The main judge has the right:
To cancel competition or to postpone for time if to its beginning there will be unsuitable competition places, the equipment or stock;
To arrange a temporary break under the adverse circumstances, disturbing to a normal course of competition;
To move judges in the course of competition, and also to discharge of refereeing of judges not consulting with the duties or breaking discipline and an order;
To debar from competition of players, representatives of commands and the trainers breaking a sports mode, the established order and discipline, or on other motives not compatible to their further participation in competition;
To make changes to the schedule of meetings;
To transfer not finished parties in consent players the next day if there was in it a necessity;
To solve the questions at issue connected with interpretation of Rules. The main judge has no right independently to change Position about competition or conditions of their carrying out.
Assistants to the main judge
Assistants to the main judge supervise over the separate sites of work charged to it and carry out following duties:

Supervise over work of judges according to Rules and Position about competition;
Are responsible for performance of the schedule of competition and the schedule of meetings in a part, their concerning;
Watch observance of the form of clothes, discipline and an order on the sites of work;
Distribute the judges allocated with it in places of meetings;
Supervise correctness of filling of reports, upon termination of a meeting immediately give out to the main secretary of data on its result;
All instructions and orders of the main judge in volume of the duties follow, without its permission have no right to leave a competition place;
Immediately report on the main judge on all statements and protests which demand decision ГСК;
In structure GSK decisions participate in consideration of the arrived protests and acceptance on them.
For lack of the main judge one of assistants carries out its duties, having of the rights of the main judge.
The main secretary

The main secretary affirms the main judge from the most qualified judges, knowing the organisation and system of carrying out of the competitions, having operational experience with tables of competitions. It should have the judicial category corresponding to spent competitions.

Duties:

Participates in credentials committee work;
Forms the table of competition co-ordinated with the main judge and conducts on it the account of results of games;
Prepares and spends a toss-up of participants;
Makes the schedule of game meetings;
Provides judges with forms of reports and other materials necessary for work, supervises correctness and clearness of conducting the report of game, corrects errors, vising the signature;
Keeps minutes of sessions of a judiciary board;
Counts up results of meetings, makes out the total report of competition, will organise its reproduction and gives out to representatives of commands in necessary quantity;
Provides with materials the judge-informant, and also with the permission of the main judge a press and TV necessary and a trustworthy information;
Follows all instructions and orders of the main judge in volume of the duties;
Prepares the accounting documentation by results of competition. The main secretary bears full responsibility for correct and timely registration of results of competition.
Assistants to the main secretary
Depending on competition scale assistants to the main secretary are appointed. Functional duties it are defined by the main secretary to whom they are subordinated and its instructions and orders follow.

Judges

Judges affirm the main judge on representation of republican, regional, regional, city and other boards. In special cases with the permission of the organizer representatives and the trainers having experience and corresponding judicial qualification can be involved in refereeing.

In structure of the judges serving game meetings, enter:

The senior judges;
Judges at a table;
Judges-secretaries;
The judge-informant.
The quantity of judges and order of their work depends on competition scale.
As a rule, an official meeting serve the judge at a table and the judge-secretary. In special cases refereeing can be entrusted to one judge.

Replacement of judges at a table is supposed only with the permission of the main judge or its assistant.

The form of clothes of judges: a dark suit, a white shirt, a tie (butterfly).

The senior judges

The senior judges are appointed in case of organizational necessity (the big scales of the competition, insufficient quantity of assistants or their absence, etc.) and carry out following duties:

Supervise over work of the brigades according to Rules and Position about competition;
Check readiness of the equipment and stock before the competition beginning;
Supervise correctness of filling of reports, vising the signature any corrections in it;
Solve questions at issue on interpretation of game rules;
Are responsible for performance of the schedule of meetings;
Watch on the sites order and discipline, observance of the form of clothes by participants and judges;
Upon termination of a meeting inform the main secretary its results;
Immediately report on the main judge on all statements and protests which demand its intervention;
All instructions and orders of the main judge follow;
Without the permission of the main judge have no right to leave a competition place.
The judge at a table
Duties and the rights:

Is obliged to know well the present Rules and strictly to carry out them;
To be objective, organised and disciplined, not to lean against a table and not to prevent to conduct to players game;
Prior to the beginning of a meeting should check up a billiard table condition, cleanliness of a game field and its marking, presence and a condition of auxiliary stock (extended кия, machines, shelves for spheres etc.) to take measures to elimination of lacks;
To prepare vacation spot of players;
Precisely to fix game situations;
At the reference of players to give explanatories on interpretation of Rules, to watch that on a game table there were no extraneous subjects (are small, суконки, etc.);
At the desire of the player to submit the machine, long кий and other auxiliary stock;
To do the remark to the player having intention to make blow from a hand not from the house (this remark any member of a judiciary board or the contender playing can make);
To watch, that players behaved correctly and did not prevent to conduct game each other;
For unsportsmanlike behaviour of the player the judge of a meeting has the right to rebuke it, the prevention or to include defeat in a meeting with obligatory record in the report of a meeting and written the official report in the main judiciary board;
In the absence of the judge-secretary keeps minutes of a meeting and informs the main secretary its results, on a game course accurately declares the current account;
The judge has no right to give advice to the player or to pass an opinion opinion of game;
The judge unique, who has the right to take in case of the arisen necessity spheres in hands from a game field of a table to restore an initial position or to clean them;
If the judge has not noticed any game moment it can make the decision on the basis of interrogation of witnesses of this game situation;
The decision of the judge on a contact of spheres and execution of blows definitively. If the judge is convinced that the initial decision was erroneous it can reconsider it, but only before execution by the player of following blow;
In case of need the judge should render to the player the first medical aid and call the doctor.
During a meeting the judge can be replaced by the main judge on various circumstances, including at the desire of both players.
The judge has no right to leave a place of carrying out of competition without the permission of the main judge.

If the meeting is spent without the judge its duties are incurred by the player, free from blow performance.

The judge-secretary

Conducts the current account, fixes games results in the report and on an information board, upon termination of a meeting informs its result to the main secretary;
Is responsible for accurate and correct conducting the report of meetings, upon termination of game day hands over to its main secretary;
Watches closely a meeting course, participates in the decision of questions at issue;
Helps the judge to carry out at a table the duties.
The judge-informant
Under the available data gives out the information on a course of game meetings and competition as a whole.

The commandant of competition

Prepares a competition place, the equipment and stock according to requirements of the present Rules, supervises their condition in the course of competition;
Supports a corresponding sanitary mode and a public order at competition;
Follows instructions of the main judge on a circle of the duties.
The doctor of competition
As a part of credentials committee the decision under the admission of participants to competition makes;
Supervises a condition of participants and other officials, renders them necessary medical aid, watches a condition of a sanitary mode during competition.
1.5.5. Participants
The participant of competition the player officially admitted by credentials committee to competition is considered. The form of clothes of the participant: shoes, dark trousers, a white shirt, a waistcoat, the butterfly. The clothes should be tidy and well driven.

The participant has the right:

Before the beginning of official games to test billiard tables and other stock and to be convinced that spheres and other equipment correspond to requirements of Rules;
To receive the necessary information on conditions of carrying out and the competition program;
To use any chalk, the machine and long кий on their direct appointment, but players bear responsibility for accurate installation and timely removal of the machine and кия from a table;
During a meeting to carry out the control over installation of a pyramid and exhibiting of spheres, and also to check the current account;
To address to the judge prior to the beginning and in the course of game for an explanation of Rules or Positions about competition and only disagreement with their interpretation can be a reference subject in the Main judiciary board with the protest (through representatives or the captain).
All game moments (a contact of spheres, a miss, wrong blow, etc.), fixed by the judge at a table, cannot be protested;
In case of an appreciable error of the judge on installation of spheres or interpretation Corrected players have the right to address to the judge for error elimination.

The participant is obliged:

The nobility and to observe all rules, the regulations, the schedule of carrying out of competition, and also Position about it. Ignorance of rules and the game situation does not grant to the player of the right to initial position restoration, blow repetition, переигровку, etc.;
To fulfil requirements of the judge of a meeting, members ГСК and the organizer on observance of discipline, the form of clothes and other questions of ethical behaviour;
At performance of blow by the player its contender should not stand or move in поде sight playing. It should sit or stand on sufficient distance from a table;
To supervise the schedule of the games, in due time to be on a place of the next meeting. To the participant who has not was on a meeting after 15 minutes after a call of the judge, defeat is set off. At secondary similar infringement the participant acts in film from competition;
In case of a trauma or illness of the player the judge the break no more appears than 30 minutes. At impossibility to continue game to it defeat is set off. For rendering of the technical help to the player (repair кия, clothes, etc.) can be declared a break till 15 minutes.
The participant cannot be simultaneously the judge of held competition.
The defeat announcement

For absence of the player on a meeting within fifteen minutes after its beginning or disqualification of the player directly ahead of a meeting to it defeat in a meeting with the maximum account on parties (2:0 is set off; 3:0; etc.), without spheres or points. Time established under the schedule, or time of the announcement of its beginning is accepted to the meeting beginning, depending on what later.

In case of disqualification of the player during a meeting or impossibility to continue it through illness (or for other reasons) to it defeat in a meeting is set off. In the report of its abacus in the played and not finished parties remains such what was at the moment of the defeat announcement. To the contender (winner) in not finished party the maximum account (71 point or 8 spheres) registers, and in not played parties to it victories without spheres (or points) are awarded.

The Participant who has unreasonably refused a meeting to its beginning or continuation of game, and also for demonstrative ignorance of game is disqualified and excluded from this competition. The result of a meeting is set off in the report according to subitem ' and ' or ' ' this section, depending on a situation.

The participant can recognise played party lost. In both cases of its abacus in party remains such what it was at the moment of the announcement to it of defeat, and to the contender (winner) the maximum account (71 point or 8 spheres) registers.

If in the course of a meeting the player deliberately shades spheres it is regarded as unsportsmanlike behaviour and the judge of a meeting operates according to this section (item 1.6.).

If competition was left by this or that participant who has played less of half of meetings all its results are cancelled. If the left participant has played half and more meetings all its results are set off, and not played meetings with it are considered as its defeat with the maximum account on parties, without spheres (or points).

1.5.6. Representatives

The decision of the organisation directing participants on competition, the representative of a command who is its head can be appointed and bears for it responsibility.

The representative is obliged:

The nobility Corrected also Position about competition, and also changes and additions to them and in due time to lead up them to participants;
In target dates to represent to credentials committee nominal demands and other documentation necessary for registration of sportsmen;
Actively to help the command with placing and catering services;
To be present at the general toss-up of participants;
To provide arrival of the participants to a competition place according to the established regulations and the schedule, in due time to lead up to members of team the current information under the program and conditions of carrying out of competition;
Is responsible for discipline of the participants and performance of competition rules by them.
The representative has the right:
To take part in the organizational sessions of the Main judiciary board connected with carrying out of competition;
To receive in ГСК I blow the necessary information on a course of competition and its results;
To submit protests the established order concerning interpretation of Rules and the competition organisation.
In special cases the decision of the organizer the representatives having experience and corresponding judicial qualification, can be admitted to competition refereeing.
1.5.7. Trainers

In a line-up, on competition, the trainer both all command, and separate players can be arrived.

The trainer should know Rules and Position about competition, changes and additions to them. It is responsible for sports preparation of players, strict observance of Rules of competition by them, clothes and discipline forms. The trainer has the right to instruct and give advice to players only in a break between parties or after the meeting termination, and also during trainings.

For lack of the representative of a command carries out its functions.

The trainers having experience and corresponding judicial qualification, can be involved in competition refereeing.

1.5.8. The captain

From among the most authoritative participants of one command it is appointed or the captain who helps to support discipline and an order in a command is selected and simultaneously is the assistant to the representative and the trainer, and for lack of the last carries out their duties. During the general construction takes a place on the right flank of a command.

Representatives, trainers and the captain have no right to supervise over actions of players during a meeting. If, despite the prevention from outside officials, they continue to break this requirement to them the corresponding disciplinary actions stated in section ' Unsportsmanlike behaviour ' (item 1.6) are applied.

1.6. Unsportsmanlike behaviour

Actions concern unsportsmanlike behaviour of the participant:

If it a word or gesture expresses doubt in correctness of actions of judges;
Interferes with work of judges, starts an argument with them, appeals to spectators;
Conducts incorrectly in relation to the contender, creates hindrances for its game;
If it deliberately tightens game time;
Will strike blow not in turn or deliberately потушует spheres;
Puts additional marks on a billiard table;
Uses for gaugings on billiards extraneous subjects, except кия;
Leaves without the permission a place of carrying out of game;
Breaks norms of public behaviour.
For unsportsmanlike behaviour to the participant following disciplinary actions are applied:
The remark;
The prevention;
Defeat in party or in a meeting as a whole is set off;
Discharge from competition.

Actions of other officials (representatives, trainers, the captain etc.), negatively influencing sports character of a meeting, on judges or players, or on competition as a whole it is qualified as unsportsmanlike behaviour.
Influence measures:

The remark;
The prevention;
Discharge from competition on what it is informed in the organisation sending it.

1.7. The protest
Actions of judges in interpretation and application of Rules can be protested participants of competition and other officials in the oral or written form.

The protest during game should be declared the judge of a meeting in the oral form before drawing of the next blow on spheres. Game thus stops, about what the mark in the meeting report becomes. If game proceeds, the protest is not considered.

In case of disagreement with the decision of the judge of a meeting the official has the right to address with the protest in the Main judiciary board for what it is necessary to bring in ГСК the monetary pledge which size is defined by the organizer and ГСК. If the protest is satisfied, monetary pledge comes back, if is rejected as unreasonable pledge remains at the disposal of the organizer of competition.

The protest should be considered within one hour after its giving and if it is necessary to check up in addition the facts stated in it, before following round. In all cases game does not proceed until the protest will not be considered.
