The instruction for judges

 

2.1. Officials and judges

 According to requirements ВАП each official meeting should be spent in the presence of the judge. In corresponding game situations the judge makes the decision on the basis of consultations of other officials.

2.2. Powers of the judge

The judge keeps order and watches observance of Game rules. It takes out the final decision on all game situations. The judge bears all completeness of responsibility for an  official meeting held by it . It can consult at own discretion to other officials concerning interpretation of Rules, positions of spheres etc. However the final decision it accepts one. Players cannot appeal about it to the main judge. And only in the event that the judge incorrectly interprets Rules, the main judge can correct it.

2.3. The judge and questions of players

The judge is obliged to answer questions of the players, concerning grantings of the objective data on game, for example, whether the sphere stop in the given point will prevent  installation of a new pyramid (' 14-1 '), whether there is a sphere in the house, what account, how many points are necessary to type for a victory, whether the player enters  game after отыгрыша, whether is available for the player or its contender фол, what rule will be applied if to make certain blow, etc. If to the judge address for an explanation of Rules it should make it as more as possible accurately, however any reservations of the judge do not relieve the player of necessity to observe the valid Rules. The judge should not express any subjective opinion on game, for example, whether we will execute this or that blow, whether выполнима  this or that combination, what features of the given table etc.

2.4. The main judge

In spite of the fact that the present Rules apply for coverage of a wide range of the questions connected with carrying out of competitions,  nevertheless, there can be a necessity for appropriate interpretation of the present Rules with reference to any non-standard situations. The main judge or other official responsible for carrying out of given competitions, accepts on this point in question the necessary final decision on the ( instead of judges) to the discretion, and this decision is not subject to the appeal.

2.5. Judges and rates

To judges of any sort, the having direct or indirect relation to games, players or competition categorically is forbidden to stake . Infringement of this requirement by the judge (or other official) involves its immediate discharge with payment at his expense the financial damage put to organizers of competitions.

2.6. Before the meeting beginning

Before the beginning of a meeting the judge in case of need should wipe a table and spheres, to be convinced available a chalk and machines. If necessary the judge updates a marking.

2.7. Arrangement of spheres

The judge should establish spheres as it is possible more densely i.e. so that each sphere concerned the next. Thus it is not recommended to tap too strongly on spheres. Instead it is more preferable to level an installation site of spheres, carefully протирев cloth a brush. Neither during time, nor after installation of spheres by the judge any of players has no right to check density прилегания spheres to each other.

2.8. The order announcement

In custom-made games the player can strike blow to any sphere on the choice, however before blow he should specify a custom-made sphere and a custom-made billiard pocket, thus it is not required to specify any additional details, for example, a contact of other spheres, карамболи, game by spheres or from spheres, a contact of boards (all it is supposed). All spheres which have fallen in billiard pockets at correct blow along with ordered, are set off in favour of the playing.

If the judge incorrectly declared the order the player should correct it before blow drawing. If the error in the order announcement for any reasons all the same has occurred, blow can be included, if, according to the judge, the player has made that blow which he intended to make.

2.9. The announcement фолов

The judge should declare фол at once after infringement of Rules took place, and also to inform the contender entering game that he plays from a hand if it is provided by rules of concrete game.

2.10. Blows counter

If, according to the judge, биток has concerned a legal and illegal aim sphere approximately simultaneously and thus it is impossible to define, what contact has occurred the first the decision is accepted in favour of the playing.

2.11. Clearing of billiard pockets

At game on the tables which do not have systems of return of spheres, the judge should delete the hammered aim spheres from the filled billiard pockets filled or nearly so in due time . However responsibility for performance by the judge of this duty lays down on the player. If the sphere jumps out from the overflowed billiard pocket it loses the right to repeated blow.

2.12. Clearing of spheres

 During game the player can ask to clear the judge one or several spheres, thus the judge is obliged to remove any visible pollution.

2.13. Exhibiting of spheres

To avoid the unnecessary control from outside the player, the judge should expose spheres number upwards.

2.14. Inquiry of the additional information

If the judge for any reasons cannot make an unequivocal conclusion about , whether took a place infringement of Rules he can address for the help to other officials. Having compared all points of view, the judge accepts the final decision.

2.15. Equipment use  not to destination

The judge should watch closely that the billiard equipment and accessories were used on their direct appointment and properly. Officials should stop beforehand possible wrong actions of the player, therefore, as a rule, the penalty is not imposed. However if, despite the prevention from outside officials, the player insists on the wrong actions contradicting given (or any to another) to the general Rule  in relation to it section positions ' Unsportsmanlike behaviour ' can be applied. 2.16. Obligatory preventions

If the judge has for this purpose sufficient time he is obliged to warn the player about possibility of fulfilment by it of gross infringement (for example, three infringements successively, inquiry of the help from outside the trainer or continuations of game after the announcement фола). Otherwise any infringement is considered standard ( except for specially stipulated cases). If in concrete game the corresponding Rule the judge is obliged to warn the player that is already made by it two infringements successively operates   , otherwise it is considered that the player before blow has made only one infringement. The judge should warn the player that the aim sphere concerns boards, otherwise any contact of this sphere is considered as its finishing to a board. The judge should do preventions at once as soon as there is a corresponding situation and if on it there is enough time. On the other hand, the player needs to give some time for reacting to the prevention. The prevention made after the beginning of blow, is considered void.

2.17. Position restoration

 In case of need the judge should restore as more as possible carefully the disturbed spheres in their initial positions. If the judge is not assured of a starting position of some spheres it can request the additional information of other persons.

2.18. Extraneous influence

If the result of blow was influenced by any extraneous influence the judge restores spheres in initial positions and blow repeats anew. If such influence has not influenced an end result the judge restores on the places only disturbed spheres and game proceeds. If to restore an initial position it is not obviously possible, the party is changed, thus initial blow is made by the same player.

2.19. Moving of a sphere by forbidden tricks

If, according to the judge one of players deliberately causes sphere movings by any forbidden tricks (pulling cloth, striking or patting on a table, etc.) to it defeat in party or in a meeting is set off  , thus any preliminary prevention from outside judges it is not required. (The Judge makes the decision and operates according to section ' Unsportsmanlike behaviour ', item 2 see also. 28.).

2.20. Refereeing of double blows

If the distance between chock and aim sphere is less than width of a cube of a chalk from the judge the special attention is required. In such situations if the judge cannot draw with confidence a conclusion on , whether correct blow has been made , it is possible to use the following criterion: if after contact with an aim sphere биток passes forward on the distance exceeding? Diameter of a sphere appears фол.

2.21. The prevention of an exit for a forward line

If at performance of blow from a hand from the house the player takes out биток for a forward line the judge should make to it the prevention prior to the beginning of blow. If , despite the prevention, the player makes blow from a line or leaving for a line appears фол. Character of the penalty is stipulated by rules of concrete game. ( Item 3.9 see also.)

2.22. Employment of an armchair for the player

While the contender is at a table, the player should remain in armchair specially intended for it. If it is necessary for player to leave, it should make inquiry and obtain the permit from the judge. The judge should be assured that there will be no excessive delay in game and that it will not be used for rendering of adverse influence on the contender.

2.23. Help prohibition from outside

If it specially is not stipulated in the conditions of carrying out of the given competition, players have no right during a match to use someone's councils. The player should not communicate in oral or other form with someone except officials and the contender.

If the player wishes to contact someone, for example, to receive soft drink, billiard accessory or on any other good reasons he should address to the official or to operate from the permission and under supervision of the judge.

If the judge comes to a conclusion that the player intentionally asks or accepts the help from outside, in this or that form connected with game conducting it should operate according to section ' Unsportsmanlike behaviour '. ( Item 2.28 See also.)

2.24. Intervention of the stranger

If the stranger either oral remarks, or any actions disturbs to players the judge has the right to demand its removal from a game zone.

2.25. The slowed down game ( item 1.11 See .)

2.26. Protests

The player can request Rules or make the protest against not declared фола to the judge or corresponding official, however the inquiry or the protest should be declared immediately, before drawing of the next blow, otherwise it  is not considered. If the player of it has not made in time , and infringement remains not noticed it is considered that it was not. The final decision on game situations is accepted by the judge. If one of players considers that the judge incorrectly applies Rules and the arisen conflict does not manage to be resolved references to the text the judge should transfer the protest to the main judge or its proxy assistant. The decision of the main judge on interpretation of Rules is definitive. The player can declare also the protest if, in its opinion, the judge unreasonably declared фол. In all cases game stops until the protest will not be considered.

Any player at inquiry of the contender should suspend game, the official or while the judge will not find out this point in question by consultation of other officials will not be caused yet   . The unwillingness to fulfil the given requirement can lead to disqualification or application of positions of section ' Unsportsmanlike behaviour '. ( Item 2.28 See also.)

2.27. A game suspension

The judge has the right to suspend game for protest consideration, and also in that case if to continue game adverse surrounding conditions do not allow. If the spectator game can be suspended interferes with game  until he  will not leave a place of carrying out of competitions. ( Item 1.12 see also.)

2.28. Unsportsmanlike behaviour

The judge is obliged to stop any actions of players which, in its opinion, are,  in essence, unsportsmanlike, that is render irritating, distracting or harmful influence on other players, officials or visitors or discredit sports as a whole. The judge or other officials should fine or disqualification with the prevention or without it any player who behaves неспортивно.
